Rule number one when house-training a dog is not ever to let him think that he's in charge. If he can prevent you from leaving, or get more treats or whatever by whining and barking, he'll keep doing it, more and more, until he's holding you hostage in your own house. If he barks and whines for ten minutes after you leave, so be it. If it's the neighbours you're worried about you can deal with them at a later time, but don't worry about Ferguson, he'll be fine once he realises that he's fine on his own and that no amount of barking is going to make you come home sooner.
