Although I can't say that I understand why, through my years of teaching I have encountered many parents that were at best indifferent to their children and at worst actively doing things that would harm them in some way. It seems like that mom is probably one of those.
It reminds me of an article I saw once about a university research project about moms and kids. I don't remember the details well--it was something about at-risk families and the researchers were trying to help the moms interact with the toddlers/preschoolers better. They took initial video of the moms and kids in a playroom, and not only did most of them not even play with their children, one mom actually laughed at her child when his block tower fell down and made fun of him. I've never been able to wrap my mind around that one.
